14-profile comparison

Use this table to identify companies to investigate for your employer's needs. It compares public information about services and pricing; confirm the details in a demonstration and written proposal before choosing.

CMS now calls an individual coverage HRA (ICHRA) a CHOICE Arrangement. [What changed with the CHOICE name?](https://ichrareport.com/guides/choice-arrangements/) ([CMS terminology](https://www.cms.gov/marketplace/employer-initiatives)) These are administrator services; employees obtain insurance from carriers.

How to use it

Start with the employer’s size, geography, internal capacity, and desired service model. Then narrow the list to the providers that appear capable of handling the actual implementation. Price should be compared only after every company is quoting the same workforce and scope.

## What actually separates these companies

These public sources describe different roles: administrators, broker-distributed services, payment-oriented platforms and a scoped benefits-channel entry. PeopleKeep and Remodel Health are related brands. Decisely's administrator role is not publicly verified in this review. Take Command, Thatch, PeopleKeep and StretchDollar expose some fee information, but their billable units and packages differ.

Those differences help build a shortlist, but they do not decide the purchase. The winner for one employer can be the wrong choice for another because local insurance markets, workforce size, internal capacity, payment needs, and support expectations vary.

## The questions the matrix cannot answer

**Complete price** What is the annual cost for the same eligible and enrolled census?

**Implementation** Who owns the timeline, data cleanup, notices, enrollment, and launch?

**Payments** How are premiums paid and recovered when a transaction fails?

**Integrations** Which systems are truly connected for the employer’s exact configuration?

**Support** Who helps employees choose plans and resolve coverage problems?

**Results** What outcomes can be shown for employers with a similar workforce?

## Our shortlist advice

Most employers should bring two or three providers into a structured evaluation. Give each company the same census, contribution assumptions, implementation requirements, and service questions. Ask for the same pricing format and the same type of customer references. That is the only way to turn a public comparison into a defensible buying decision.
