Provider selection guide

An ICHRA administrator helps your company run the benefit. Before choosing one, establish who will handle enrollment, reimbursements, employee questions and launch tasks. Use this guide to request evidence and complete pricing from each candidate.

CMS now calls an individual coverage HRA (ICHRA) a CHOICE Arrangement. [What changed with the CHOICE name?](https://ichrareport.com/guides/choice-arrangements/) ([CMS terminology](https://www.cms.gov/marketplace/employer-initiatives)) These are administrator services; employees obtain insurance from carriers.

Selection standard

Choose an ICHRA provider by testing the complete operating chain: plan design, affordability, documentation, enrollment, insurance decision support, payments, reimbursements, integrations, reporting, service recovery, pricing, security, and verified outcomes. A feature list is only the beginning.

**Planning for 2027?** Use the [2027 affordability guide](https://ichrareport.com/guides/ichra-affordability-2027/) and record your requirements in the [evaluation brief](https://ichrareport.com/tools/ichra-readiness/). Keep older plan-year examples separate from current modeling.

## Write requirements before taking demos

Document employee count, locations, classes, target start date, current plan, contribution scenarios, HRIS and payroll systems, payment preference, broker role, employee-support expectations, reporting, security requirements, and internal owners. Without a shared requirement set, each provider controls the comparison by emphasizing its strongest features.

## Use four evidence states

| State | Meaning | How to use it |
| --- | --- | --- |
| Documented | A direct, current source explains the capability or term. | Verify scope, contract language, and whether it applies to your segment. |
| Demonstrated | The provider shows the workflow using a live or realistic environment. | Test exceptions and administrator behavior, not only the happy path. |
| Corroborated | Customers, independent sources, or auditable data support the claim. | Use for performance, service, savings, and outcome claims. |
| Unknown | No sufficient evidence has been provided. | Keep it visible; do not convert silence into an assumption. |

## The ten-category provider review

**1. Plan design** Classes, allowance logic, affordability, documents, and change control.

**2. Individual market** Carrier reach, plan data, provider search, prescriptions, and quoting.

**3. Enrollment** Licensed support, decision tools, completion tracking, and special enrollment.

**4. Payments** Carrier payment, reimbursement, failed-payment recovery, and timing.

**5. Integrations** HRIS, payroll, API, file exchange, data ownership, and error handling.

**6. Compliance** Notice, substantiation, opt-out, reporting, records, and role boundaries.

**7. Employer service** Implementation team, account ownership, response time, and escalation.

**8. Employee service** Hours, channels, licensed help, accessibility, language, and resolution.

**9. Economics** PEPM, base fee, implementation, broker compensation, and excluded services.

**10. Proof** Retention, accuracy, outcomes, references, auditability, and limitations.

## Questions that change the demo

- Show how a new hire enters the system, becomes eligible, receives notice, selects coverage, and reaches payroll.
- Show a failed carrier payment and the exact recovery workflow.
- Show how an employee verifies a specialist and prescription before enrollment.
- Show a contribution change by employee class and the audit trail.
- Show reconciliation among HRIS, payroll, carrier, and reimbursement records.
- Show the employer report for incomplete enrollment and unresolved support cases.
- Provide current implementation timing, staffing model, escalation matrix, and service commitments in writing.
- Identify every part of the workflow handled by a third party.

## Normalize pricing

Calculate the full annual cost at the expected enrolled and eligible counts. Include per-employee fees, platform or base fees, implementation, setup, minimums, add-ons, broker compensation, payment services, integration fees, and renewal increases. Confirm whether fees apply to eligible, enrolled, waived, or terminated employees.

## Demand outcome definitions

“Savings,” “accuracy,” “retention,” and “satisfaction” are not comparable without definitions. Ask for the denominator, time period, employer segment, baseline, exclusions, sample size, and whether the data were independently reviewed. A case study can show possibility; it does not establish expected performance for every employer.

## Security and data

Request the security package appropriate to your risk requirements: data flow, access controls, encryption, incident response, business associate agreements where applicable, subcontractors, data retention, audit reports, recovery objectives, and breach notification. Also define who owns the employer and employee data and how it can be exported at termination.

## Use a weighted score only after disqualifiers

First remove providers that cannot satisfy required legal, market, integration, payment, or service conditions. Then weight the remaining categories according to the employer's actual risk. A visually impressive employee app should not offset an unacceptable carrier-payment control, and a low fee should not offset missing enrollment support for a high-change workforce.

## Carry evidence into the contract

Move material promises from the demo into the agreement, statement of work, implementation plan, service levels, data terms, and escalation schedule. Record unresolved assumptions and the evidence that would trigger reconsideration. The selection receipt should survive the sales process.
