Broker guide

Helping an employer evaluate ICHRA? Work through employee information, local insurance options, contribution choices and administrator responsibilities. This guide organizes the questions and evidence needed for a client recommendation and later renewal review.

CMS now calls an individual coverage HRA (ICHRA) a CHOICE Arrangement. [What changed with the CHOICE name?](https://ichrareport.com/guides/choice-arrangements/) ([CMS terminology](https://www.cms.gov/marketplace/employer-initiatives))

Broker role

ICHRA does not remove the broker's advisory role. It changes the work from selecting and renewing one group plan to designing a reimbursement strategy, analyzing many local individual markets, coordinating administration, and helping employees make individual coverage decisions.

**Planning for 2027?** Use the [2027 affordability guide](https://ichrareport.com/guides/ichra-affordability-2027/) and record your requirements in the [evaluation brief](https://ichrareport.com/tools/ichra-readiness/). Keep older plan-year examples separate from current modeling.

## Discovery before quoting

Start with the current plan, renewal history, participation, employee contributions, workforce locations, eligibility, provider priorities, prescription concentration, internal HR capacity, and employer objectives. “Reduce cost” is not a sufficient requirement. Determine whether the client wants budget control, broader geography, first-time benefits, class flexibility, improved participation, or relief from a structurally weak group market.

## Build a market and contribution model

Map individual plan availability for the employee census and model multiple contributions. For applicable large employers, affordability and employer-mandate analysis require special attention. For every employer, assess employee net premiums, provider access, deductibles, prescriptions, family costs, and tax-credit consequences. ## Provider diligence is not feature matching

Compare administrators across the entire operating chain: census intake, class design, documents and notice, enrollment, licensed support, carrier connectivity, premium payment, reimbursement, payroll deductions, substantiation, reporting, renewal, and error recovery. Ask for live workflow demonstrations and documented service commitments rather than accepting broad claims about ease or savings.

## Employee decision support

The broker and administrator should agree on who can give insurance advice, how provider and prescription checks are performed, how affordability is explained, how employees with premium tax credits are handled, and how special enrollment is supported. Employees should know exactly who owns each problem after enrollment.

For 2027 enrollment, check whether each employee's Marketplace uses the federal platform or an independent state exchange. CMS temporarily paused certain new agent and broker registrations on the federal platform, with a currently announced end of February 1, 2027 unless changed. Verify the actual adviser team's plan-year registration and an alternative assistance path; the pause is not a change to ICHRA rules. ## The ICHRA renewal process

Renewal is not simply increasing the allowance. Revalidate plan availability, lowest-cost Silver premiums, affordability percentage, employee census, contribution strategy, carrier changes, employee outcomes, provider service, payment exceptions, and unresolved escalations. Compare the ICHRA result with available group alternatives each year.

**150–180 days before plan year** Refresh census, objectives, market data, and provider review.

**120–150 days** Finalize contribution scenarios, affordability, classes, and recommendation.

**At least 90 days for current employees** Deliver required notice and begin structured education.

**Open enrollment** Track plan selection, waivers, unresolved cases, and enrollment completion.

**Post-effective date** Reconcile payroll, carrier, eligibility, and payment records; document failures and corrective actions.

## Commercial transparency

Brokers should explain compensation arrangements, referral fees, provider incentives, and limits in the market analysis. A recommendation is more defensible when the client can see why each provider was included and how it was evaluated.

## A defensible broker deliverable

**Current-state baseline** Costs, contributions, participation, networks, renewal, and operational burden.

**Employee-market map** Plans, carriers, networks, prescriptions, and premium ranges by location and segment.

**Contribution scenarios** Employer cost and employee outcomes under multiple funding strategies.

**Provider evidence matrix** Capabilities, pricing, integrations, service levels, outcomes, and unknowns.

**Implementation plan** Owners, dates, notice, education, enrollment, payroll, payment, and escalation.

**Decision receipt** Sources, assumptions, limitations, and evidence that would change the recommendation.
