The development

Georgia Access For Business helps employers evaluate and implement individual-coverage reimbursement benefits, called ICHRA or CHOICE Arrangements. It also supports comparison with the Small Business Health Options Program (SHOP) and existing group-plan options. Georgia says the Qualified Small Employer HRA (QSEHRA) is not currently offered through the program. [source](https://georgiaaccess.gov/gafb-resources-and-faqs/gafb-faqs/)

## What Georgia announced

Georgia's insurance commissioner announced Georgia Access For Business on September 15, 2026. The state describes support for employers of all sizes, with certified agents helping with evaluation, implementation and enrollment. The program is connected to Georgia Access, the state's individual health insurance exchange. [source](https://oci.georgia.gov/press-releases/2026-09-15/insurance-commissioner-john-f-king-launches-georgia-access-business)

A CMS announcement dated September 14 connects the Georgia initiative with federal CHOICE education and implementation resources. These are separate publication dates. The announcements describe support around the existing ICHRA framework; they do not establish a new federal ICHRA eligibility rule. [source](https://www.cms.gov/newsroom/press-releases/cms-sba-georgia-recognize-innovative-choice-arrangements-major-win-small-businesses)

The useful distinction is between the benefit and the help available to run it. An ICHRA is an employer reimbursement arrangement. It is not itself the employee's insurance policy. For the underlying mechanics, read [how ICHRA works](https://ichrareport.com/guides/what-is-ichra/).

## Which options does the program cover?

| Option | Georgia's stated role | What an employer should check |
| --- | --- | --- |
| ICHRA / CHOICE | Employer decision support and assistance moving toward implementation. | Contributions, service fees, employee enrollment support and responsibility for ongoing administration. |
| SHOP | Another option employers and certified agents can explore. | Eligibility and the actual small-group proposal. |
| Existing commercial group coverage | A comparison option using group offerings the employer or agent has identified. | Use the actual renewal or written proposal, including the employer and employee shares. |
| QSEHRA | Recognized as a potential option, but not currently available through GAFB. | Do not assume a general HRA description means the program administers every HRA type. |

This scope comes from Georgia's program FAQs. ICHRA Report has not tested a completed employer enrollment through GAFB. [source](https://georgiaaccess.gov/gafb-resources-and-faqs/gafb-faqs/) Our [HRA guide](https://ichrareport.com/hra/) explains how different reimbursement arrangements fit together.

## Where employers can start

Georgia's employer hub describes CHOICE as available now and links to agent assistance. That is more current availability wording than the September 15 announcement's future-tense launch description. Check the program directly for the services available to your workforce and intended start date. [source](https://georgiaaccess.gov/employer-hub/)

The official decision-support page describes two paths: a fit questionnaire and a high-level cost comparison. Its comparison uses employer information to estimate group, SHOP and ICHRA costs, including disclosed ICHRA fees. Treat this as an estimate to investigate, not a finding that your business will save money. [source](https://georgiaaccess.gov/gafb-resources-and-faqs/gafb-employer-agent-decision-support/)

Start with the [official employer hub](https://georgiaaccess.gov/employer-hub/) or [employer and agent decision-support resources](https://georgiaaccess.gov/gafb-resources-and-faqs/gafb-employer-agent-decision-support/). Before sharing workforce information, check the receiving service, required fields and its privacy terms.

## Who is involved?

The state announcement identifies NFP, zizzl health and GetInsured by Vimo as development partners. Georgia therefore describes a public program built with commercial benefits and technology organizations. That relationship should remain visible when readers assess recommendations or modeled savings. [source](https://oci.georgia.gov/press-releases/2026-09-15/insurance-commissioner-john-f-king-launches-georgia-access-business)

Ask who provides each service, who receives a fee or commission, and which terms govern the employer relationship. A government program name alone does not answer those procurement questions.

## What should an employer compare?

1. **Employer spending:** contributions, administration, implementation and other contracted charges. Use the [total-cost guide](https://ichrareport.com/guides/ichra-total-cost/).
2. **Employee experience:** remaining premiums, deductibles, prescriptions and the exact provider network. Use the [doctor and network checklist](https://ichrareport.com/guides/keep-doctor-with-ichra/).
3. **Plan design:** eligible employee classes, the applicable affordability analysis, notices and enrollment timing. Use the [implementation checklist](https://ichrareport.com/guides/implementation-checklist/).
4. **Evidence:** distinguish an estimate from a written quote and both from results after a full benefit year.

## What the launch does not prove

The reviewed launch materials do not establish measured employer savings, employee satisfaction or improved network access. CMS promotes potential cost advantages, but its announcement does not provide a controlled comparison of employer outcomes. [source](https://www.cms.gov/newsroom/press-releases/cms-sba-georgia-recognize-innovative-choice-arrangements-major-win-small-businesses)

Our interpretation is that easier access to decision support may help employers investigate the option. Whether it produces better benefits remains an outcome question. Organize your own unanswered questions with the [ICHRA evaluation brief](https://ichrareport.com/tools/ichra-readiness/), and read our [CHOICE terminology and implementation update](https://ichrareport.com/news/ichra-choice-arrangements-cms-2026/) for the federal context.
